You are getting way too much light in the tank. Is it close to a window? Move it. Do you leave the lights on all night? Don't use it as a night light, 8-10 hours a day max.
Filters do not remove algae from the water. It is too small. You should also be doing regular 25-30% partial water changes EVERY WEEK. This will remove some of the food source for the algae also. Plecos cannot eat the algae in the water, it is too small. They are only equipped to eat algae that is growing on surfaces in your tank.
Cover the tank with a blanket for 5-6 days and you should see a big difference. Total darkness is needed to kill off the algae bloom. Don't forget to do your partial water changes.

Green water is generally a sign of too much nitrates, or other plant nutrient. It's caused by a microscopic organism, and you filter won't filter as it's just too small. You'd need specialized filter, or a UV sterilizer filter.
The real concern here is what is causing the problem. As high levels of nitrates is bad for your fish. You should start doing 10-20% water changes every other day, and reduce the amount of light. Also consider if you are over feeding your fish. They only need to be fed once a day what they can eat in 2 minutes. Also regular weekly gravel vacuuming will help.
There are anti-algae treatments that also work against microscopic organisms like diatoms, and plankton. This might kill off the bloom for a while, but they will be back as long as there is lots of nutrients.

Get some snails. You have too much algae in the water. Ever done a water exchange? Take out 1/3 of the water, and refill it with fresh water. Are you using tap water? If so, you probably need to get some chlorine drops. This could be the cause of the algae growth in the tank. Next to that, snails, you can never have too many in the tank. I have a 350 gallon saltwater tank, with around 100 snails in it.

thats algae, all you have to do is go to a local pet store and buy a plicostumas. They're around 3 dollars and they eat the algae. But when all of the agae's gone(which should take him about a day), you need to buy him plicostumas tablets. When he is finished with the algae, he will suck on those. ANd plicostumas's will get to about the size of your fishtank, so beware! And they do most of their sucking at night or when the light's are off.

maybe u are overfeeding them. Their stomach is only the size of their eye so they only need like 1-2 flakes per day each @ most.
