Actually, Asafa Powell of Jamaica is the 100m record holder (9.77) and he recently tied the mark again. Justin Gatlin of the USA has also equaled that time; however, his performances are under suspicion now that his drug test results have been made public.

If I answer the question you're asking, I will only be able to consider athletes that have actually run in the Olympic games.
That being the case, the fastest 100m runner would be Donovan Bailey of Canada, who won the 100m Gold Medal at the '96 Atlanta games in a time of 9.84 seconds.
Michael Johnson however, ran the SECOND HALF of his 200m race in 9.20 seconds. This is obviously unofficial, but technically faster.
The fastest runner today would probably be Asfa Powell, or Justin Gatlin, co-holders of the 100m WR. Gatlin's time is suspect because of a recent positive drug test...

Asafa Powell from Jamaica is the fastest 100m sprinter in the world...but in the olympics I believe Tim Montgomery is the boy.
