You need to remove the cover then manually tighten the recoil spring (be careful, they will bite!)
With that done insert the new rope through the pully and make the knot. If using a nylon rope, which you should, you'll have to melt the rope with a lighter or a propane torch to ensure it doesn't come undone. Reassemble everything and let 'er rip!

get ready to get greasy wrap rope around the reel now it has to be wound up before you knot the pull rope behind the handle. needle nose vice grips are great sometimes four or five turns. make sure the recoil spring does not get out of control do this on shore on the trailer, over the water is just asking for trouble! after you counter wound and are happy with the tension feed the rope thru the motor houshing handle knot around metal part if applicable use lighter to melt the end of the rope and pull metal thing and rope into the pull handle and test. Oh by the way use a new rope don't just shorten the old one.

just like a lawnmower,you spin the spool the rope broke from until its tight before installing the pull cord
