You may have spyware or a virus. Go to www.ewido.net and run the free version. If its there ewido will find it you can delete it.

In Internet Explorer click on Tools > Internet Options > Delete Files, this will delete all the temporary internet files. At the same time you might want to click on Delete Cookies to get rid of these as well. If you want to clear the list of webpages that you've recently visited then click on Clear History.
An alternative way is to use Windows Explorer. Click on your local disk drive - probably Local Disk (C :), click on Documents and Settings, click your username, click on Local Settings, click on Temporary Internet Files. This will list everything in your TIF's folder, you can delete them from here, delete selected files, move files into other folders etc.
Using this method will only clear the TIF's from webpages you have visited. If there are other users on the computer you'll need to repeat the process but after clicking on Documents and Settings you'll need to click on the different usernames.

Open a web browser page, at the top select tools, then internet options.
In the general tab will be a button to delete files under the temporary internet files heading. Click this and it will delete them. Alternatively download 'Cleanup' by Steven Gould which will clear out all the rubbish, including history, cookies, passwords and temp files

if you are running windows xp your cookies are located at C:\Documents and Settings\Owner\Cookies if you are the computer owner (the first account created on your computer) if your just a user (even if your an andminastrator) its the same file path except that you will need to substitute your user name instead of "owner."
are you just trying to empty them? if so just click on the menu at the top of your browser and got to tools>internet options then under the general tab click delete cookies and delete files
