The Marshall Plan was a European wide program of re-investment for a number of reasons. America, in a moment of great vision, realised that a devastated Europe was on the verge of turning towards the Communists, who can still be seen as Europes saviour from the Nazis. Western Europe was devastated, their markets needed to be reborn to allow commerce to start up again, and the money was a loan to the European nations to basically, keep them on the side of the West, including America

Interestingly GB didn't benefit from it after the general election returned Clement Atlee's first Labour government because Harry Truman was 'not prepared to underwrite a Socialist government'.
