I would go to an auto parts store like NAPA and get whats called "reducer" shouldn't harm the paint.. Or use a plastic razor blade and reducer (not thinner) it'll take some time but it should come off. Or clay sanding. It is the sanding of the surface of the car with 3000 grit clay, it looks like silly puddy. It smooths the surface and cleans it to new. Paint, tree sap, fallout can all be removed with clay sanding. Clay sanding is the best way and you can get it at some auto parts or detailers stores. Also called detailing clay.

If it is just over spray Meguires has a product called over spray clay.
It is very sticky and will pull the over spray off the paint.
You can buy this at auto stores that have paint and body stuff.
You will need to buy Meguires Final Inspection spray or Quick Detailer spray also.
This product won't harm the paint.

Depends on the type of spray paint used. Goop, a comercial will remove the paint, but may remove the car paint also, test in a small spot first. It if it really bad, may have to have the car resanded and repainted.

If the paint has been there more than a few hours it will take longer to clean. But, using a fresh cut lemon will usually cut the paint. Take the lemon slice and rub it on the spot with no real pressure and then a very clean rag to wipe as you go. Take your time and if you watch the rag you will see the results.

I use a product called M S - 100 . You can find this at good paint store that sells auto paint. Lightly rub until paint comes off then wash with warm soap and water, rinse, dry, polish.

SAND AND PRIME SPOT THAT WAS SPRAY PAINTED AND REPAINT THE CAR. THERE IS NOTHING THAT GOING TO REMOVE THE PAINT FROM THE CAR WITH OUT DAMAGING THE CLEAR COAT.

ive used laquer thinner , but like mr. versitile says test a small spot first. if its spray paint it should come off really easy. just put the thinner on a rag just dont get the rag to wet

Rubbing alcohol might want to artwork, in the different case get 3M adhesive remover from NAPA and it is going to take it off. apply it to a rag and rub gently. Then wash the motorized vehicle and wax it after your carried out.
