It sounds like someone is trying to hard to find themselves, when all they need to do is accept what the already know.

Or that someone is looking for someone else and not thinking through the best way to do it.

It means that one person is right there in front of the other person but that it is so obvious they have been overlooked. eg. can't see for looking. e.g. " here I am, you don't need a torch (flashlight) to see me!!"
