It probably means collecting or gathering rain water.

Collecting, if the experiment is asking for you to set the equipment out during or prior to a rainstorm, but gathering if it means "harvesting" after the rain has passed.

Rain water harvesting is exactly what it means. It means that you help the rain water to seep into the ground so that the ground level of water increases.
I suppose there are many techniques but the most commonly used technique that I know of goes something like this:
1. Make drain pipes on all the roofs that will lead all the rain water to one place.
2. The place where the water is collected is first to be dug into a big pit.
3. Now fill the pit with sand, large stones and finally mud.
4. This enables the water to get deeper into the ground rather than simply flowing away.

Exactly that. People save and filter rain water for many uses. It is naturally soft, the best thing for car batteries, aquariums, etc.

that's collecting rain water to provide water for usage...normally it will be done by using a man made dam to fill up with rain water and then either use the water for energy (hydro dam) or by recycling it to be use for population.
