Bottom :where eyelashes are
Top: Right where lashes are

You can put eyeliner on under the eyelashes on the lower lid or (very carefully) pull the lower lid out and apply the eyeliner to the edge right above the lashes. You might want to carry the liner out to the corner of the eye, then go slightly up on the top lid just in the very corner. It makes for a more dramatic eye without having to line the entire upper lid.

Most importantly - get your own eyeliner. Don't borrow anyone else's and don't let anyone borrow yours. That will help avoid any eye infections.

You can put eyeliner in 3 places: 1) Next to your top lashes on your lid, 2) Inside of the bottom of your eye (not a great place because it makes your eyes smaller and may cause infections), and 3) Behind your bottom lashes.

Some important things to remember are, make sure you get the liner as close to your lashes as possible. Also, don't make the line too thick. And lastly, if you have close set eyes just line 1/2 of your eyes from the side closest to your ear to your pupil. If you have wide spread eyes then line your whole eye.

Apply the liner on your lash line. You can make dramatic features by extending the line outward. I also suggest that you go to a cosmetic counter in a department store and have the representatives apply it for you. That way, you know where it goes and how you need to apply it. Bear in mind that eyeliners do not work for everyone. Some eyes look better with dark eye shadows as opposed to eyeliners.

For a daytime and professional look, use on the bottom lash line (not the white part but the actual lash line, if you line the white part it will run and smear later). Line from the outside corner to about 1/3 - 1/2 way in. Not the whole line. At night, line the whole bottom lash line and a thin line on the upper eyelid's lash line and for a more dramatic effect line the upper lash line with a thick line (or you can use a dark eyeshadow on the upper lid for the same effect).

On your eye lid right by the lashes. You may be having trouble because your eye finches, if you just let your eye relax a bit before you start to put it on that might help with were it actually ends up.

You should start at the base of the upper eyelashes. Then on the bottom only apply a small amount to the base of the lower lashes otherwise you'll have raccoon eyes.

i use liquid eyeliner on a night out for top of my lids above the line where eyelashes come out and a pencil liner under the bottom bit of my eye. sorry i cant describe it more. i would stick to pencil eyeliner if you dont have a steady hand and have lots of practise.

It goes as close to the eyelashes (both upper and
lower) as possible. I'm allergic to eyeliner which
causes matter to form in my eyes, so I've had to
quit using it except on really important occasions
(weddings, etc).

DIRECTLY below/above the lash lines. Not inside your eye area. Use a magnifying mirror- it makes it easier. And buy a kind that is nice and smooth going on. If it's not going on easy, you could warm the pencil kind with the friction of your hands by rolling it between your palms- with the cap on of course!

Eyeliner is ideally to make your eyelashes appear fuller, be it on the top or bottom lid.
