if you go on www.download.com there is a program called switch which converts any files

e.g .wav to mp3 and vice versa

Yep - i've a program called switch that will convert any audio to another format. www.nch.com.au/switch. Audacity might do it.

Converting mp3 to wav wont improve the sound quality though.

YES.
You can use Winamp,which you might have already.
Go to OPTIONS,then PLUG-INS,then OUTPUT and from there choose NullSoft Disk Writer as output.
This will create WAV files from MP3's in the directory you choose

yeah..use goldwave..yu can easily convert mp3 to .wav or ne other format.
