Neither. Some libraries may categorize the bible as fiction while some may not. This also depends on the enviroment.

If the library enviroment is related to a Christian denomination or faith then the bible would be classified as a non-fiction book.

But if the library enviroment is not related to a Christian faith then the bible MAY (not always) be found in the fiction category.

It also depends on the kind of person who keeps the library.
His beliefs etc.
