If you have a container full off water and you put a boat then you tilted the container still the boat will be in a horizontal position. my question is based on the same idea !!

Yes. It is called a "Floating Slab" which is just basically a concrete slab, with vertical edges going down into the soil about 2 or 3 times deeper than the depth of the slab. It creates a big 'boat' like slab that will move with the soil.

It's how all of the structures are constructed at the Nuclear Test Sites... it's better to bend than to break and it's necessary to roll with the punches rather than be rigid and get knocked down, so this type of construction works well in earthquate prone areas.

Yes, but they are more expensive than a regular foundation. It is a concrete slab foundation but before it is poured the builder will drill shafts deep into the ground beneath where the foundation will be poured. Sometimes these shafts will go all the way down to bedrock beneath the soil. Reinforcement steel is placed in these shafts and then the shafts are filled with concrete along with the rest of the foundation.
