What would be best availabe option if in the case Back-up Domain Controller doesnt respond in approiate period when Primary Domain Controller is down

Look at your event logs and see why it's not responding.

Look for any problems with network connectivity and or RPC errors

Build another BDC, put it online and rebuild the original BDC.

Domain controllers are simple systems, a PC can be used as a PDC or BDC. People start having performance issues when they start adding all those other services (DNS, WINS, DHCP etc) to be run on a domain controller.

This is in response to the reply below.

Windows servers do not need to be rebooted weekly, this is a fallacy. Do you think General Motors or Microsoft shuts down all their servers every week?

You can deploy another BDC if the PDC is down by promoting the running BDC to a PDC and then bring up your new BDC.

Been there, done that, got the T-shirt, washed it and put it away.

Reboot it.

Windows NT domain controllers should be rebooted weekly.

Don't bother trying to deploy another BDC in this situation. It's not possible to deploy a BDC if the PDC is not available.
