You get on the phone and call your baby's doctor. You can also call Ask-a-Nurse. But don't come into Yahoo! Answers asking questions about the potential health of your baby because you're going to get tons of differing opinions, many of which are going to be wrong and stupid. This is your baby for crying out loud. Use your brains.

wait... are you breastfeeding?
green stool is usually a sign on peas, spinach, ya know.. green babyfoods... but you're saying only 3 weeks?
are you taking IRON SUPPLEMENTS?
(sometimes that turns the stool to a dark green in color)
keeps crying... does that mean a CONSTANT/CONTINUOUS cry..... if so, possibly colic.
time and patience and a trip to the doctor may help, but usually the time and patience thing is best.
i am not a doctor, so the first thing you should do is call your yours and ask him/her...

Stool is made green in the digestion process due to bile, after which it is supposed to be removed mostly during its travel throught the intestines, thats all i know, i would tell your doctor.

green stool could mean too much iron and he could be colicky bring him to the doctor and stop talking about it before it becomes something serious.
