Lots of people blew parts of this answer. First, it is Latin -- as most guessed correctly. Second, its source is a poem by Horace -- not just something Romans said all the time or a slogan of the army. Third, it does not mean "seize" the day, though many semi-literate people believe so. That would be I think "prehende diem" or "capte diem"; "carpe diem" means "pluck the day" as though it were a flower or piece of fruit.
