Thee's no problem buying or building a house In India. There are potential problems if you wanted to work in India as you'd need to obtain a work permit (not difficult) and if you were to stay in the country for more than 6 months in any twelve month period you'd need a residency permit or indefinite leave to stay (ILS) and ontaining this could be more problematic. ILS applications (whatever the countries) are usually long, drawn out affairs.

Yes this is possible, some simple forms of the RBI can be filled up and the remittance for the consideration in India should be from legal channels. However if he is selling the house he may not be entitled to return the money abroad.
