what these guys are saying is right, it's just saying don't ever touch your eye, but i actually can with my elbow

You can't touch your eye with your elbow. It's a light way to say you shouldn't touch your eyes at all.

I have never heard this saying BUT you cannot physically touch your eye with your elbow, so I guess its saying don't touch your eye.
They are indicating eyes are very delicate and need to be left alone, but it is ok to touch your eye in a very gentle fashion, making sure your hands are CLEAN.
Eyes have all sorts of ways of cleaning themselves and taking care of themselves, Thank Goodness!!
so don't even try!!

the saying means you should never touch your eye ever. it just says elbow because everybody knows that nobody can touch their eye with their elbow; go ahead and try.

The saying actually means that you mustn't touch your eye at all. You can't physically touch your eye with your elbow! Try it, its impossible!

I can honestly say that I've never heard of the Proverb before. So I looked it up. It actually IS a Proverb! Unfortunately, I don't have an answer for you. But thanks for enlightening me.
