If you are looking at undergrad programs, it doesn't matter a whole lot since the job market for 4-year psych degrees isn't that great. In that case, just go to the most prestigious school you can, since that will look better to many employers than the strength of the psych program specifically.

Grad school is a different matter altogether. It's highly specialized, so the best school for each subdiscipline will vary. Are you interested in clinical? cognitive? social psychology? Schools like Stanford and Michigan are pretty strong in most areas, but there are plenty of other schools that are tops in a given area. Even within a particular subdiscipline, you need to identify your research interests, since grad school is about doing research rather than just taking classes. The "best" program is not necessarily the most prestigious, but rather the one that will allow you to pursue your interests with your advisor(s). I'm in one of the top social psych programs in the country, but if I was interested in close interpersonal relationships, it's not the place to be, since none of the faculty do research in this one area.

If you provided some more background to your question, we could give more direction, but hopefully the suggestions already given help answer your question.

Unless you are serious about a career in psychology I would not study in this field. I started out a freshman in psychology and then learned later that there is not really a big job market out there for people with 4 year degrees. The better pay and jobs came with masters or doctoral level graduates.

I would seriously reconsider, that is what I did and I am much better off.

According to the NRC the answer is Stanford University - but my personal call is the University of Michigan which the study ranked as number two behind Stanford:

Before you think about higher learning, go back to grade school and learn how to spell.
