On the outside of the ankle they do as there is no muscle. I found it very painful as I was a woose and couldn't watch but when I did and saw how clever the tattooist was it took the emphasis off the pain. If you get one, watch how they do it. They are so clever.
Won't get one anywhere else now lol.

Anywhere where you are close to the bone and dealing with thin skin (think ribs, ankles, feet), that's where it's going to be most painful. I have one that wraps around my entire right ankle and as a whole, it really didn't hurt that much. Where the skin is thin though, it kind of felt like taking a cat's nail and slowly scraping it deeply across the surface. Ya, not the greatest feeling in the world!
Females have a higher pain tolerance than males do though, because we're equipped for childbirth (both mentally and physically). I think it was well worth the pain though, definitely not the most painful experience I've ever had. If you have a good artist doing the tattoo then it won't hurt as much. Get someone experienced and don't be afraid to ask lots of questions before you get it done. The skill of the artist makes all the difference in the world though!

It depends what part of the ankle, on the knobbly part it hurts a lot, but just above its more fleshy and relatively painless. If this is your first tattoo id recommend having one elsewhere first to see what you pain levels are like. I had my wrist done before my ankle, and it didnt hurt at all. My ankle was quite painful however

I have one on each - oh boy it really does hurt - after they did the outlines on each I seriously considered running away before they coloured them in. The colouring was the worst part!
The reason it hurts so much there is because there is no fat or muscle - just nerves.
Other people who have had breast or bottom tattoos say they did not feel much pain - possibly due to the fatty tissue on those parts.
Anyway - they look cool and what's an hour or so of pain anyway?

Yes all tattoo's hurt. I have one on my back and the most painfull bit was on the spine. But it looks cool and i'm glad i did it. The pain only lasts a wee while. My tat took 2hrs then it i was fine!

Depends, usually tattoos hurt if there's not much meat between the skin and the bone, so your bum won't hurt that much but shoulder blades, spine, ankles, etc do hurt a tad.
Pain is relative though, if your not too good with pain it'll hurt anyway

ankle tattoos are known to be the most painful for women.. any tattoo that is near a bone hurts a lot! but ankle tattoos are also one of the prettiest places for a woman to get a tattoo..thats where i am going to get one..so if u want it, its worth the pain...what do they say? pain is beauty!

I was told it was the worst part of the body to have one, as there is little fat or tissue there,
However I was also told this about the base of the spine, however when I got mine done there is hurt less than the one on my boob! So maybe its dependant on your pain thresholds at the time?
They are addictive though! Be warned!

It depends on the person...my tatoo runs over my ankle bone...and yes I will admit it I whined like a lil biotch lol. It hurt like heck. On the other hand. If you are female I would say that the less painful place to get one done is on your boobs. Ankle hurt like heck...barely felt the one on my boob

Having any tattoo applied is painful. Generally the closer the skin is to the bone, the more painful the process.
So to answer your question, yes they do.
