It is true, the federal income tax act is not ratified by the several states. It is not constitutional law. The only lawful tax is real property or "earned income". Meaning income earned by business because of employees work. Earned wages was never meant to be taxed.

It's not suppressed. It's just plain wrong.

You see a version of this crop up every few years. Most of the Supreme Court quotes are either taken out of context, or they are no longer applicable to that issue because of later court rulings.

Anyone who wants to try this can go right ahead. But they still must follow all the laws and are subject to all the same punishments for breaking them. Because those laws are not dependent upon citizenship status, they are dependent upon geography and being within the physical jurisdiction of the courts and police.

All this document does is surrender the benefits of citizenship.

Yes. That is non-sense. The supreme court has ruled repeatedly that regardless of declaring your "indepence as a sovereign individual" you still have the Federal obligation to pay past, current and future Federal taxes that are incurred while you reside within the United States. I doubt the court has ruled on an individual who becomes sovereign who then attempts to marry four wives a dog and a six year-old girl, but I'm confident that the outcome would be the same. In fact, native Americans, who are members of sovereign groups (if they belong to Federally recognized tribes) have no exclusion from paying income tax either.
