Maybe you could do something my cousin's previous boyfriend did for her birthday. It was 5 years ago, and she still remembers it. He had the help of her friends and he had a little scavenger hunt for her. It started off with a note on her bed with a memory of what they did at a certain place. Once she went there, there was a friend of theirs there with a teddy bear, and that went on for about 4 more places, a memory as a clue to a place and a small present. The final clue was where they had their first date and he put himself in a box for her to open up. It was really sweet, some may see it corny, but it was sweet.

Why don't you connive with her friends by assigning a certain gift to each one. Of course these gifts are really from you and each gift must have a note visible enough that says "FROM.." let's just say your name is SAM, the first name should be like "FROM SEXY GUY" then next will be "FROM AMOROUS GUY" and "FROM MARVELOUS GUY". Make sure each letter that symbolizes every letter of your name will stand out from the rest of the letters as clues. These friends of hers should meet her in the hallway and must act a little odd by not entertaining her questions or not even talking to her. Just giving the thing to her with a brief "happy birthday greetings". The last and the best gift will be given by you.
The gift ideas are, the first gift for example is a stuff toy, the second gift is a balloon,..... you can improvise this one if you like..

If you love her I think the most romantic thing you could do is give her a promise ring on the stem of a rose or whatever her favourite flower is.

Surprise her with a romantic candle lighted dinner in her dorm room :) and give her something she'll never forget.. like a ring..
