The SURFACE of the earth is made of water, 70%, and of land, 30%. The air has nothing to do with surface features. However, 100% of these features are covered by air.

Since ancient Greece, matter has been divided into 3 main groups, earth, fire and air (4 if we include water but when we speak of our planets surface, we include that in earth). Earth refers to the surface level and below of matter on our planet. Using that definition of 'earth' (as we call our planet Earth because its on that part of the planet that we reside) water and land make up 70% and 30% respectively of that specific part of matter. Air on the other hand is composed of 79% nitrogen, like 7-12%oxygen and other gasses too. Fire as another form of matter too is composed of various other properties. So when they say earth, they mean that form of matter on our planet, not our planet itself.
