I believe it to be true. All you have to do is look at US porn star's size compared to the size of Japanese porn stars. Japanese porn stars are all small. Do a web search and you'll see what I mean.
I think that surveys average men from all races, and I think that it shouldn't be that way. Surveys should be averaged by race.
Now, for what I've seen in pictures and movies, they do appear to have smaller penises than other races, but according to female surveys, Asian women have the smaller viginas in the world. So I guess that they go hand to hand. Nothing wrong with that!
