Basically Bit Rate is the quality of the song.

It stands for how many Bits move in a second. So a song with a high bit rate uses loads of ones and zeros for one second of audio.

I find 128 is a good level, some people prefer 192. Its advisable because of the way bits work to work in nice vaules like 64, 96, 128, 192 and so on, count in 8,16,32,64 ect...

It basically means how much information(bits) is in a sound file. The more information the better it sounds.
