Australia's quarantines system: trade barrier or sensible biosecurity precaution?

Sensible bio-security precaution.

Who can say it better than the many people who work for the Quarantine Services?:

"Quarantine helps protect Australia. Food, plant material and animal products from overseas - including many common souvenirs - could introduce some of the world's most serious pests and diseases into Australia, devastating our valuable agriculture and tourism industries and unique environment."

I don't see anything on the restricted list that is a plain and outright unnecessary block on trade.

Absolutely necessary, we don't want our native plants dying from some imported disease that a selfish foreigner brought in. Same goes for our wildlife, they are a precious ecosystem that don't have the defences to protect themselves against imported viruses. We even have quarantine between states for good reason as anyone who has driven passed the borders from NSW to WA and had their box of cherries confiscated will know!! Its in place for a reason. Cane toads r getting closer and closer to WA!!
