Is it likely? Probably not. It would not be a popular move for Dems or Reps. Only if things got really out of hand in the Middle East and we decide to stay.

Yes, there can be - there is no law that prevents the reinstatement of the draft.
However, given the questionable popularity of the current administration's international strategy and the propensity of modern politicians for refusing to do anything that will endanger their chances of re-election, the actual risk of a draft happening is incredibly low.
Although the army has struggled to meet recruiting goals in the past few years, it has managed to solve this problem to a certain extent, mainly by lowering its standards and accepting more "category 4" recruits - people with criminal records, of questionable intelligence, etc. Also, they have raised the maximum enlistment age at least twice.
However, there have been complaints and investigation initiated by the GAO of army recruiters using harassment tactics meet enlistment quotas. Not exactly the same thing as a Draft, but very disturbing.

Yes, Congress could change the "rules" and institute the draft - but that would be a very unpopular thing to do and it is unlike;y that it would happen. Most of the Military services have met their recruiting goals. Every once in a while, they have not. But with incentives - like sign-up-bonuses, the overall goals have been met. A restoration of the draft would be very unpopular and it id unlikely to happen.

Is hardly likely as the enlistment is actually more than needed.. a volunteer service man/woman is much preferred.. They know what they want and do a much better job than a draftee. Should there be s sufficient need for more recruits, it would follow a serious attack somewhere.. and like in ww11, there would be an uprising of volunteers to go after the perpetrator of such a dastardly deed. There is still much patriotism in this country... even tho it appears there are those here, who are evidently US haters. They continue to undermine the war effort and give comfort to the enemy.

You must not be male close to18 birthday when your asked to sign up foe Selective Service. One congressman started to talk about it and soon stopped. If recruitment continues to drop watch out, because it doesn't look like Iraqi War is going away soon.
