The issue with cutting crown molding for the corners is getting it to make a proper joint. Because the corner is cut at two different angles, you will need to take a coping saw and cut out one of the piece at the plane where you cut it with a saw.

Any miter box will do. As far as one for under $50, I would suggest that this is either a non-electric hand pull miter box like they used to use for years or a very inexpensive power miter box.
