City Black folks don't respect Suburban Black folks. Dark skinned people are less Afro-centric than Light skinned African-Americans. So what exactly grants or revokes your "Black Card"?

Nothing. Black, colored, African American, etc; whatever you are called represents a wide variety of people. This means that this group of people do not have to be limited to acting only a certain way. There is no one black experiences. Blacks are many things and not only subscribe to just one "culture". People who think that their is just one black culture are just ignorant, narrow-minded and have self-esteem/identity issues to work out in themselves.

If I understand the question correctly, you're asking, "what makes people say this person or that person's card is revoked?"

I think in the minds of people who would use that expression, your 'black card' is pretty much automatically granted at birth if you are black.

You revoke your card by doing something which would be interpreted by others as turning your back on your people. "Selling out" is a popular way of losing your card. Others would argue that simply dating someone who is white is enough to lose your card because somehow that means you look down upon other black people.

Add one more, southern blacks are looked down on by northerner blacks, no pun intended.
It is one person, or a group, who have a need to feel superior or better than another. It is the use of stereotyping in order to feel superior to someone else. Sad, isn't it.
They are playing the black card, while trying to take yours away.
So, put your black card in play, find someone to feel superior to. Or take their black card away, and don't let them do that to you. We are all equal, or supposed to be anyway.

Nothing revokes your black card, unless you allow it to be revoked by buying into these divisive stereotyes.

If you respect yourself and want to make it on your own, then you wont need any race cards. Strive to be like the people that you respect and don't dumb down to anyone.

I am white and it is the same if you come from the country city folk do the same to us.
black, white, green or blue it is all to do with attitude!!

i got my black card back in 73...its only an honorary title though

not sure what you mean, but I'll guess here..same as with any race, be proud of who you are and your people's noble struggle, know your history, and care about your community
