Be practical. Teach practical speaking skills. Think about areas in which they must speak English. For example, asking for directions, buying a bus ticket, buying a stamp, shopping for clothes. If it is useful to the students they will be more motivated to participate.

Think survival English.

Make short situational dialogues. Give them a written copy. Model the dialogue. Divide the students into pairs and give them a chance to practice speaking.

The internet TESL journal has a lot of lesson plans. (TESL-teaching English as a second language.)

Hmmm... let's just say this. 1. Korean and English; no similarities whatsoever when learning the language, even sentence structure. you're starting from square one. 2. Try learning a new language in a country where the population doesn't speak English. The teacher can't speak English, etc. so you have like no hope to improve.

ok..if you are the teacher....shouldn't they have taught you this in school????.....you should have thought to yourself "well..if i'm going to be teaching english to NON native speakers...maybe I should learn a 2nd language so I can explain concepts in THEIR language!

if this is a volunteer type deal...then sorry for the above statements and here are some ideas:
find out what their jobs are...and make the lessons related.
ex. a waiter: set up something like a table and practice ordering,etc.
use a lot of pictures to explain vocabulary
when doing verbs act out the verb when possible pointing to the "I" "you" "us" etc.
