It carries all of the risks of normal plastic surgery, including bleeding and reactions to the anaesthetic. But since it's basically your fat being moved from one place to another, yeah, it's pretty good.

Only if it's being done by a highly experienced surgeon in this field. This is one operation that could have many complications. You could end up with terrible, visible scarring, distortions, infections, prolonged swelling and severe bruising, not to mention a butt that could end up looking saggier and flatter after. This can happen, because of where the incision is placed, ie in the crease between the butt and thigh. If you remove excess skin from this area, they have to pull the butt tissue down to meet with the thigh tissue, this can end up pulling the whole of the buttocks down and giving a flatter appearance. It's not worth the risk, time or money in my books!

It's just as risky as any other surgical procedure. I work in a hospital and I've seen some nasty cases of infections. Be very careful and decide cautiously if you think it will be worth it.

It's prolly not any more or less safe then getting lipo or something similar. Everything comes with risk. Big booties are hot though. I want pics if you get one, heh.
