Another country that doesn't have road tolls is Saudi Arabia. Some roads, and a lot of bridges, in the United States charge tolls to recover the cost of constructing them.

I know of two countries that - except for some tunnels and bridges - don't charge private cars for express/highways: Holland and Germany.
Not that I know for sure, but I suspect that the cost of construction and maintenance is covered by taxes.
