News reports say that Arkansas and Lousiana passed such laws last year:
http://www.sacbee.com/content/politics/story/14296630p-15149827c.html
The Louisiana law mentioned is Louisiana Smoke-Free Air Act (Act No. 815), effective January 1, 2007 ("Prohibits and penalizes smoking in public buildings, schools, other public places, and inside places of employment.")
To download Act 815, go to
http://www.legis.state.la.us/
click on "2006 Regular Legislative Session" at the top of the page
Go to "View a specific instrument." (top line under "Bill search ...")
Where it says "HB" choose instead "Act" fromt the drop-down menu and insert "815".
You will download Act 815 in PDF format.
The ban on smoking with kids in cars isn't from that act, but is in House Bill 1010 by Rep. Gary Smith, D-Norco, enacted as Act 838.
To download that act, do as above, but instead download HB 1010, or Act 838 ("to prohibit the operator or a passenger in a motor vehicle from smoking when children of a certain age are present; to provide relative to penalties for violations; to provide relative to citations issued for violations; to prohibit certain actions by law enforcement officers; and to provide for related matters.")

I live in Arkansas and it is true here. I am pretty sure Louisiana is the same. Arkansas is no smoking in public anymore anywhere. I think some restaurants and bars can apply for exemption. Definitely no smoking in the car with a child under the age of 18.
Our Governor is a real HEALTH nut. Actually I just quit smoking two months ago and I am glad about all these laws.

The law against throwing cigarette butts out a car window is probably true. In Indiana, you can get a ticket for that. I don't think many are written, though. As far as smoking with children in the car, I have not heard of that anywhere before, but I wouldn't doubt it.

I don't know if it's true but it sounds like a good idea to me. Why should you expose children to second hand smoke and many, many fires are started by cigarette butts thrown out the window of a moving car. It can not only start a forest fire but, if it lands in a car behind you, it can set the car on fire.

ALot of places have odd laws so I wouldn't be surprised if this was true. I don't think alot of people even cops know about these laws....But smoking around kids should be illegal everywhere.

It's always illegal to throww your cigarette out the window of your car, it's called littering!!! I hate it when people throw their butts out the window! It's littering and it's a fire hazard.

It would not surprise me, one would endanger children, the other is littering and could cause a fire.
