Of our times vs. All time, world speakers vs. american speakers... a lot of ground to cover.

But of recent speakers, how could one overlook Bill Clinton. If ever there was a more convincing speaker in recent times, he had to be it.

Down and out in his first election (way down and out), he just kept coming back talking to people and making people believe his message enough to become President. In the end he carried one of the highest ratings as a president.

Never out of controversy, but always talked his way out of or around it. The public could not resist his charm. So I nominate William Jefferson Clinton as one of the best speakers of our time. Or at least a speaker that everyone who answered your question has heard speak at one time or another.
