I am looking to have a seamstress create a pattern of a vintage-looking 18th century tailcoat for me, probably made of suede and/or velvet. I'm just curious how much you would estimate this whole process to cost overall. Please mention the currency you're using as well.

In USD, you would pay at least 300 for a simple one, 600 for all the trimmings and details.

Velvet is closer to the correct time frame than suede, but wool is more accurate.

It would probably be cheaper to get one from a costume store and have it altered. If you can't find one locally, check eBay, and on line costume shops. Also try consignment shops and tuxedo stores for clearance sales. A tuxedo tailcoat would be close enough to the cut that only minimal alterations would be needed.

The pattern and the outfit? I would guess a couple hundred dollars at least depending on the seamstress. A lot of those outfits had a lot of hand stitched embroidery.

You should go to a few of them locally and see what they say, then average it out so you know how much it would go for. That is better than asking online, because everywhere is different.
