I've had a lot of fights with my fiance, and we've gone through the mandatory pre-marital counseling ... And what I've learned is that it doesn't matter who apologizes, as long as both people realize and admit where in the argument they were wrong.
Go to your girlfriend and tell her that you were angry. For example: "You went out with yoru girlfriends the other night when you and I had already made plans, and that upset me. I wish that you would remember next time."
This way, you're not playing the blame game and making her angry, but you're expressing your feelings and your wants in a civil, calm manner.
If, in a relationship, one person is always apologizing (I had that problem with my fiance--*I* was always the one saying "I'm sorry" until I told him that I wished he would have more consideration to my feelings and pay attention to what he says to me), then the person that is apologizing the most should step up and express that they're feeling used, or however they're feeling.

Good that you didn't blow your top right away.
Cos you may say nasty things that was not meant to be said.
Talking to her first doesn't mean you're in the wrong.
Tell her what disturbs you & what's hurting you.
Have a good talk with her.

Well, that's kinda complicated cause everytime my boyfriend and I get into it I'm usually the one who calls first to try and resolve things, or I am the one ignoring him and his phone calls so maybe you should call her up and apologize, or do it face-to-face with flowers and candy, or boxing gloves and you be the punching bag. it depends on her temper and the size of the fight u had

go talk to her. it may not seem like the best idea, but holding out on her will make her angry. she might even decide that you're not worth it. talk to her and tell her why you got upset. try to work out the problem, that way it may not happen again.
