My mother in law gets something simalar to what you describe. Her chropracter got her to get leg massages at the local spa twice a week and started her taking vitamins with extra minerals in them. It hasn't cured her but she does say she doesn't wake with the cramps so often. Hope this helps.

From an athletic standpoint, I would recommend using a zip-lock bag filled about half full with ice cubes - directly on the skin for no more than 20-25 minutes, followed by at least 30-40 minutes of no ice and repeating this up to 3 times a day. Also, make sure she is getting a well balanced diet - full of vitamins and nutrients, especially Vitamin C. Cramping can be sometimes the result of or partialy of lack of water in the body - so make sure she is well hydrated. It may seem like the doctor doesn't help - but that is still one of your best resources. Other possible professionals to talk with are your local pharmacist (who may be able to point you in the director of over-the-counter medicines or remedies), a physical therapist (who may be able to formulate a recovery plan as well as do some investigating into why these cramps are happening), and/or an athletic trainer (ATC's are trained to specifically diagnose, treat, and care for any injury suffered in an athletic setting - which can include swimming or being in a pool).
