It doesn't have to be exact. Just inflate it up to the point that it isn't soft anymore and has a good bounce height. It doesn't need to be perfect as long as you find it ok.

If you really want to know the lbs-get a scale. If you just want to inflate it to the correct level do this test to see if you need more air or less air: Hold the ball as high as you can overhead with one hand. Drop the ball. the ball should bounce back up as high as your shoulder. That is how the refs in the NBA test the balls.

Im not sure how to measure 7-9 lbs but you should inflate to a state taht doesnt bounce too high, but bounces enough.

You can measure a basketball with a ruler or measuring tape. I think a measuring tape would be the easiest way to go.

on all basketballs there says how many the basketball weight and if it 28.5 or 29.5 the regular size
