to 12 seconds the clock starts again.

Is this a new rule or have I just been unobservant for many years?

This is not a new rule and they have been doing it for several seasons. What they do is when a ball carrier runs out of bounds the clock is stopped until the ball is placed back down setting the line of scrimmange. It is at this time when clock starts again, it usually takes the refs about 4 to 6 seconds to do this after a player goes out of bounds. Inside of either 2 minutes or 5 minutes and a player goes out of bounds, the clock stops until the ball is snapped. It used to be two minutes, but I know that 5 minutes was proposed at the winter meetings and they might have changed it. Thats about as current an answer i can give you.

OK. Here it is: If there is less than two minutes left in the first half, then the clock will stop until the bal is snapped. In the fourth quarter there has to be less than five minutes left. If the clock stopped until the ball was snapped every time a player went out of bounds, then imagine how long the game would be.

You might be just looking at the play clock. The play clock starts up again after a new football gets in play and is placed.

I haven't noticed that. In the past, the clock resumes on the next snap of the ball (before the play clock expires).
