The network was started by researchers funded by the Department of Defense in the 1960s. The Web was invented in the early 90s by Tim Berners Lee.

The whole bit about Al Gore having said that he invented the Internet was the media spinning quotes out of context. You can read up on it here:

Al Gore did have an important role in the development of the Internet in the sense that its development required government dollars and Al Gore understood the importance of funding such initiatives.

not sure there is an exact answer to this, but here goes with what i know.

the communication of two computers not directly linked other than by telephone wires occured sometime in the 80's on the stanford(?) campus. The idea was that sharing all the data and information acquired during separate research and case studies would be invauble tool for academia. Thus the development of a way to share this information was sought. I think the theory of the net goes back much further though. possibly back to the 60's.

Al Gore invented the internet which then caused global warming. Ashamed of what he had done, he decided that the only thing he could do is blame GW Bush and his administration for everything wrong with the world.
