Some places, like the city of Austin, TX have free internet for everybody everyday. Most places you have to pay for it though.

What you pay for internet is based on your ISP, a private company, not the government (though I'm sure they tax it, like they do every other time money changes hands). Most ISPs today charge based on a monthly fee. As far as I konw, there are no ISPs that charge by time used but have certian times free.
