If you're looking for an image editor then I highly recommend the free program GIMP:

http://gimp-win.sourceforge.net/stable.html
Download both The GIMP for Windows and GTK+ 2 Runtime Environment..
You then need to install the latter first. You won't have to do anything, just double click on the file. And next you install Gimp.
It's like Photoshop, but free (completely legal).
