I think you are right.
If a person has empathy and compassion for others then one would not want to do or say anything that would or could harm anyone in anyway.
Take away the desire to cause harmful things by having empathy and you have eliminated the root cause of many social ills.
Lack of total empathy = apathetic behavior=sociopathic people

i would say the best quality would be empathy, but the most important one would be whichever one ends up having the greatest effect on their life.
