The first answer is correct about inflation. However, the minimum wage should force people to get an education rather than drop out and not learn a trade or skill. It really irritates me when I hear highschool drop outs complain that the minimum wage needs to be raised, and that companies are greedy, etc. Many people have lost work ethic in America; when my parents came to America 30 years ago to this day, they had no money, no English speaking background, etc. However, my parents went out and found low paying jobs to make a temporary living and pay for my dad to learn SEVERAL trades. He is now a selfmade millionaire because he is reaping the benefits of hard work and desire for education and "something better than the minimum."
The minimum wage jobs at retailers should be for 1. school kids and 2. immigrants/new citizens trying to start their American dream.

The base wage in America is low because we live in a capitalistic society.
Most of Europe is a socialist society, so base wages are high, and, oh btw, so is unemployment, why do you think there's so much unrest in France today - lots and lots of unemployed men aged 18 - 30 (like 40%).
Third world countries have low wage bases because the cost of living is low, but if you look at the base wage of an engineer in India, it's been going up 30% per year for the past 10 years, so the idea of the engineer working for $2 / hour, is now more like $45k per year, so most of the wage difference is gone - China's doing the same thing, wages are still low, but will rise also.

Because large corporations run almost everything. They want to keep the base pay of the working class low so that their profit margin is high. Big profits = More money for them. This is a terrible symptom of a capitalistic society. A few have more than they could possibly ever need, most of the masses have just enough to get by on, and the rest have to make large sacrifices to get the bills paid.

Minimum Wage (base wage) is a starting point. First off, most jobs do not start that low. Secondly, if you're a worker, someone who produces, shows up everyday, is concerned about the success of your company, you won't be making minimum wage for very long.
America rewards effort and results. Use you efforts to produce results, and you'll be richly rewarded.
Use your efforts to goof off, and complain, and you'll make minimum wage.

Because the greedy people running the business want the money in their pockets and not in the pockets of the workers!
