Babies are normally born with kneecaps. Kneecaps only start to turn bony (ossify) at 3 years of age, before that they are made of cartilage.
There is a condition known as 'Nail Patella Syndrome' where a baby could be born without kneecaps.

A baby develops kneecaps at about the fourth month of gestation. However, it isn't the kneecap in the sense that you and I have as adults because it has yet to ossify. That will happen at about 3 years of age. What is there at birth and until ossification occurs is cartilage. If you feel on your infant's knee, you will feel the cartilage there. Most people say that an infant does not have a kneecap because of this.
At your next doctor's appointment, ask the pediatrician to explain it to you in more depth.

You know, I also read that they don't have them until they are 2. So I ran in and checked my sons knees; he was a couple months old.
He definitely had knee caps. They may not have been bone, only cartiledge, but he had wiggly discs! I swear on it! So, I think it's a bunch of hooie.

knee caps are made of bone... babies do not get them until they are about two. There may be "wiggly discs" behind a baby's skin, but it doesn't develop into the hard bone until they reach an older age.

No, theyd don't. They don't usually start developing them until about a year old. Otherwise, it would be too painful for them to crawl...esp. on hard surfaces. (Get on your hands and knees and crawl over tile or linoleum and you'll see what I mean.) :)
