Absolutely true. One person who does a drug might get a different effect than someone with a different personality. Now physically the effects might be close to the same, but mentally they could definitely vary.

Naturally a person with a hyperactive personality will react differently than a person suffering from depression. Of course when you say "a drugs effect" you are generalizing and no one can draw conclusions based on general information. The reaction could take on differing results when a patient is administered a barbiturate in comparison to a amphetamine or even a psychotic drug. In conclusion it remains true that a personality can influence the drug effect.
