The equation 2H2 + O2 => 2H20 spontaneously happens without external energy, but when you reverse the equation: 2H2O=> 2H2 +O2, you must take an amount of energy to break the H2O molecules up; in this case, it's through electricity.

The oxygen is released from the water through boiling. That's what you see when the bubbles rise to the surface- the oxygen rising.
