I bought a house and am concerned with the health risks associated with the traffic polution from the highway on the back of my property. I want to see if the city will pay to construct a barrier to not only block some pollution, but also decrease the traffic noise.

A wall won't help with the pollution. The wall is something you will have to do some homework on. You will have to contact CALTRANS and tell them your plans and ask what the usual route to attain this goal. When you bought the home you knew the freeway was there, if you were concerned about the pollution, why did you buy the house? That is something you'll have to live with. I suggest you get a good air purifier.

You bought the house with those conditions existing. Technically, the city is clear. They may not even have responsibility if it is a state or federal highway. Speak to you city councillor to find out who is responsible for the highway. Speak to your neighbours about support for a sound barrier and then approach the authorities. Good luck. It could take years.

That may be tough. San Diego government is kind of shakey, and you may have trouble selling.
