Nope, you have to pay 14% total tax which is 6% GST and 8% PST.So you gonna be paying 14% +1.99 = $ 2.28 cents

the total depends on the sales tax RATE. Since the rate is likely LESS than 10 %, with $ 220 you have enough to buy the $ 199.99 item. To simplify, round the purchase price to 200 and multiply by the correct rate. For example, if the rate was 7 (SEVEN) percent, multiply 200 by 0.07 and the tax will be $ 14. Adding that to 199.99 gives a total of 213.99--you do have enough with 220.

Which province?
Ontario has tax on tax, 8% then 6% (or maybe the other way around) ($2.28)
The east coast and maritimes have a harmonized 15% tax ($2.29)
Alberta doesn't pay provincial tax ($2.15)
