First Cable and X-Man are not the same.
X-man is the test tube baby of Scott Summers and Jean Grey put together by Mr.Sinister in the Age of Apocalypse Universe.
Cable is the son of Scott Summers and Madelyn Pryor. (the clone of Jean Grey made by Mr.Sinister)
The reason Cable was not as powerful as X-Man is in part because Cable suffers/suffered from a techno-organic virus since right after birth. Most of his power had to keep his virus under control and the virus got inflamed when he used his powers, also he has repeatedly suffered traumas to both his mind, brain, and body.

X-Man is Cable's clone. And he's more powerful than Cable b/c his initial purpose for being was to be sent out to KILL Cable.

xman is not cable really, he is a clone of cable, cable is weaker than xman becaue xman does not have the biovirus that cable has (hence the metal arm and leg and half a face), because cable has this disease(placed there by apocolypse) he has to use alot of his power to keep his body from falling apart, xman does not have this problem. Xman is also from the age of apocolypse created by Mr sinster to kill apocolypse.
