I LOVE this question! Very few people actually think for themselves; a lot of people just repeat what they've heard other ignorant people say; it's called 'parroting'. Listen to how they criticize the President. It's never "President Bush", they just call him "Bush". I have very little respect for anyone who criticizes him for everything. It just shows their true laziness and stupidity, they don't even have the energy to think 'why him'? They just repeat what they feel is clever.
Of course there are times when he is to blame, such as when Congress favors a bill that he's proposed, or anything that hurts the environment...

Congress makes the law. The President is responsible for seeing that the laws are faithfully executed.
The reason that the general public tends to blame the president is that as Chief Executive, he's the public face of the administration. He sets the tone for how the administration is going to act.
So, while he isn't always the one causing the problems (though often times, he is), he's the one that takes the brunt of the blame.
And you're correct about the Supreme Court, though they do occasionally make very unpopular decisions. Kelo v. New London, anyone?

Congress writes the laws/Bills, President Signs or Vetoes the laws/Bills and the Supreme Court rules on the constitutionality of the laws.
Didn't you ever see Schoolhouse Rock. "I'm just a bill, yes I'm only a bill and I'm sitting here on Capitol Hill......"
Each branch has a say. That is until the Bush Regime.
Bush does not care about the laws or the constitution.

The Supremes overturns a lot of laws. but they take a long time to go through the system!
How can you not mention Bush??? He has written 807 slips saying that he doesn't have to go by the law!! He has lost 3 straight US Supreme Court cases, which 7 of 9 are Republicans, and just lost another for violating the Constitution by his illegal wire tapping! The Constitution is the supreme law of the land, not Bush!
I had a good laugh at this! "Bush has the highest regard for the law for he is an honorable man." Then why did he sign 807 slips saying he doesn't have to go by it, and is always losing at the US Supreme Court for his illegal breaking of the law! Talk about idiots!
And as you are from Texas, I can understand why you wouldn't want Bush mentioned!

The president has the power of veto which is a check on the congress. Therefore the president has quite a bit of say in the laws.
As far as blame goes, I believe that people should only be to blame for their own actions or lack of actions. The president is an easy target, so he gets a lot of undeserved blame.

Kennedy’s speech became hostile to invading Iraq. interior a similar speech he stated, “yet advice from the intelligence community over the past six months does not element to Iraq as an coming near near chance to the united states or a significant proliferator of guns of mass destruction.” Cons are such liars. Edit--In 2002 (not 1998), the UN inspectors weren't searching any WMDs. Bush knew that. Bush had to invade and lied. Edit--- You’re attempting to protect Bush in 2012. Why? Bush and Cheney lied, misled different international locations and misled the american public. this is the truth. you could’t pin this on the Democrats through cherry-choosing their statements like Bush cherry-picked the intelligence data on Iraq.

Because the constitution gives the president certain powers and the president can use these powers to do many things he wants done. Congress is not empowered to do every single thing. A great many things are up to the other branches of the government. The presidency is one of those branches and it has its own jobs.

the president does have powers beyond the house and Sennett. In those areas the president must get the credit as well as the blame. The president is the one that speaks for us so it is easy to blame him when what we think should be is not. He is the one we all hear about more than any other government official so that also brings attention to him.

I think a lot of people don't understand how the government works. It's the president's name that is mentioned most of the time in the news so they blame him. To them, the president is the government.

President Bush has the highest regard for the law for he is an honorable man. Most of the Bush haters are so full of hate ( ironic since they espouse peace and love) that they can't see thru their hatred to the truth of what lies are constantly said about him with no regard for the facts.
